The Role of the CVRD in Water Supply & Delivery
The CVRD's role is to provide a reliable source of safe, high-quality drinking water to homes and businesses within some of its member municipalities and electoral areas. This includes acquiring and maintaining the water supply, treating it to ensure quality, and delivering it-all at a reasonable cost.

Development Cost Charges Increasing in the Black Creek / Oyster Bay Water Local Service Area
Development cost charges (DCCs) are funds collected from land developers, including homeowners applying for building permit or subdivision, by local government to offset part of the infrastructure expenditures incurred to serve new development.
The Comox Valley Regional District (CVRD) is recommending an increase to DCCs in the Black Creek / Oyster Bay water local service area (BCOBWLSA). This increase will partially fund upgrades to the system such as: improved water treatment, improved water pressure control, improved fire water pumping, ultraviolet disinfection, twinning of water mains, and various other improvements. DCCs are recommended to increase from the current charge of $3,040 to $6,058 for the development of residential, commercial, industrial and institutional units. An increase in DCCs also translates into an equivalent increase in capital improvement cost charges (CICC’s). CICC’s are charged to a property owner who successfully applies to connect to the BCOBWLSA.
